All papers submitted for publication shall be transferred to specialists for scientific reviewing. The final approval shall be given after the author has made the amendments requested by the reviewers. However, the responsibility for the content of the research rests solely with the authors. The published research expresses the views of the authors, not those of the journal, and its Editorial Board is not responsible for any of them according to the following principles:

1. The reviewer is prohibited from carrying out the research evaluation within a maximum period of one month from the date of the research receipt.

2. It has to be ensured that the scientific reviewer’s rank is higher than that of the researcher (in case the research paper is carried out by a single author) or of any of the researchers (in the case of multiple authors), provided that the reviewer’s rank be never less than an assistant professor.

3. The editor may choose a third reviewer if the research is rejected by one of the two first reviewers. An apology is submitted to the researcher if the research is not published due to it being rejected by the reviewers.

4. The Editorial Board shall have the right to conduct a preliminary examination of the research and determine its eligibility for reviewing or just reject it.

5. The Chief Editor may inform the unpublished research author of the reviewers’ opinions, either in full or summarized, upon his request, without mentioning the names of the reviewers and without any obligation to respond to the research author's defenses.

6. The research shall be considered withdrawn if the researcher took a period of more than three months from the date of receiving the journal reply without making the required amendments, unless there is a compulsive excuse that is accepted by the journal’s Editorial Board.

7. The research may not be published in another scientific journal after its publication in the UT Journal.

8. The journal may republish previously published research in either hard or soft copies without asking permission from the researcher. It may also allow others to include its research in various databases, whether paid or not.

9. The researcher may re-publish his paper which was previously published in the journal and may include it within one of his books three years after its publication in the journal, provided he asks permission from the journal and quotes it when re-publishing.

· If the journal proves that the researcher has published the research in either hard or soft copy format, before, during or after its submission to the journal, the latter may deny him future publications within the journal and even those of the University of Tripoli’s Scientific Publishing Council for no less than a year following the opinion of the Journal’s Editorial Board, in addition to blocking his affiliates from publishing therein.

· If the researcher does not comply with the amendments required by the reviewers and the journal or withdraws the research prior to its publication, he shall bear the reviewing, mail and other expenses incurred by the journal.

· Research original copies that reach the journal, either published or not, are not returned.

· The chief editor shall inform the research authors of the final reviewers’ opinion regarding their research in the following order:

o Notifying the authors of the research accepted for publication with the Editorial Board’s approval for publication and the expected publication date.

o Research which, in the reviewers’ opinion, must be amended or supplemented prior to publication shall be returned to its author(s) with the specified remarks so that they take them into consideration and finalize the research for publication.

o The rejected research author(s) shall be notified without the need to specify rejection reasons.

o The research author(s) shall be notified of the journal’s receipt of their research within one week from its delivery date and of the decision about their research’s publication validity status within two weeks from the date in which the journal receive the reviewers’ reports.

o Each researcher shall be granted 25 copies of his published research in addition to one issue of the journal.
